The Private Investment Promotion Agency (ProInversión) presented the strategy to consolidate the Southern Axis as the country's new logistics integration route, supported by a portfolio of 22 Public-Private Partnership (PPP) projects worth over US$10 billion, among which the Southern Dry Port stands out as Peru's first multimodal logistics platform, set to strengthen the competitiveness of trade with Brazil, Bolivia, and Asia-Pacific markets.
The announcement was made during the international forum "Southern Logistics Corridor and San Román Dry Port: the new integration route," led by ProInversión's executive president, Luis Del Carpio; the regional governor of Puno, Richard Hancco Soncco; the provincial mayor of San Román, Óscar Cáceres Rodríguez; and the rector of the National University of Juliaca, Vilma Sarmiento Mamani.
ProInversión's executive president highlighted that the Southern Dry Port responds to a strategic vision to boost the development of the southern macro-region. "For a port to exist, it doesn't need to have the sea, but an extraordinary location, and Juliaca has that location. Puno is the commercial hinge between the Atlantic and the Pacific. Today, the south accounts for more than 40% of the country's exports, and we have the right and the obligation to generate our own opportunities, connecting with Brazil, Bolivia, and integrating the entire southern macro-region," he stated.
The Southern Dry Port will be developed on a 52-hectare plot in Juliaca, under the Projects in Assets modality. The project will reduce logistics costs and times, facilitate regional producers' access to new markets, strengthen trade with Brazil and Bolivia, and generate greater investment and employment. Following the recent transfer of 1,386,410 soles from the Regional Government of Puno to ProInversión, the entity will begin contracting technical studies for the project's formulation and structuring, with a preliminary estimated investment of between US$150 million and US$250 million.
The provincial mayor of San Román, Óscar Cáceres, highlighted that "ProInversión's leadership in this project will make integration a reality." For his part, the regional governor of Puno, Richard Hancco, thanked ProInversión for its permanent presence in the region and emphasized that the project will allow Puno to leverage its competitive advantages to grow alongside the market and globalization.
Furthermore, the rector of the National University of Juliaca, Vilma Sarmiento, reaffirmed the university's commitment for its professionals to contribute to the implementation, design, and operation of the Southern Dry Port. Within the framework of the event, an inter-institutional cooperation agreement was signed to promote the exchange of information, the development of applied research, and the execution of joint actions related to the promotion of private investment.
The agreement will strengthen the collaboration between the State and academia to promote professional training, applied research, and the development of the Southern Dry Port and other strategic projects for the southern macro-region.
The event also brought together representatives from the Ministry of Foreign Trade and Tourism (Mincetur), the Ministry of Transport and Communications (MTC), the National Superintendency of Customs and Tax Administration (Sunat), the Association of Exporters (ADEX), as well as Rafael Torres, president of the Brazil-Peru Chamber of Commerce (CAMBRAPER), and Carina Blanco, general manager of IIRSA Sur, in addition to authorities, businesspeople, academics, and representatives of various guilds.
