The Supervisory Agency for Investment in Public Use Transport Infrastructure (Ositrán) is calling for a public hearing on the draft modification of the Regulations for Users of Public Use Transport Infrastructures (ITUP), an initiative aimed at strengthening the protection of user rights and improving quality and information standards in services provided by Service Providers under the entity's supervision.
The hearing will take place on Wednesday, August 5, 2026, at 11 a.m., in a hybrid format. Interested parties can participate in person at Ositrán's "Carreteras Seguras" room, located at Calle Los Negocios 182, Surquillo, or virtually via the Microsoft Teams platform. What does Ositrán propose?
The proposed modification of the regulations is based on a technical analysis carried out by Ositrán, stemming from case studies presented during the application of the norm, public consultations conducted, and the evaluation of problems reported by some users and sector agents. Its objective is to update the regulatory framework to respond to new needs and strengthen mechanisms for protecting user rights.
Key proposals include strengthening the right to information, the inclusion of suitability within the scope of the right to service quality, the implementation of quality indicators for telephone customer service, and periodic measurement of user satisfaction levels.
Furthermore, measures are proposed to ensure adequate billing for services provided in port infrastructure, reinforce the free use of transport infrastructures, improve the dissemination of information on service interruptions or restrictions, and promote preferential attention for people with disabilities, older adults, children, and pregnant women.
This public hearing will allow for the collection of opinions, contributions, and suggestions from users, service providers, guilds, specialists, and the general public regarding the draft modification. These will be evaluated as part of the regulatory review process and will contribute to the issuance of more efficient, transparent regulations aligned with the needs of those who use public transport infrastructure daily.
