PortCastelló activated its Self-Protection Plan (PAU) at a blue emergency level (which cannot be immediately neutralized with the port's own resources) and coordinated with other Action Plans within the framework of a drill carried out at Portsur facilities.
The exercise, developed in both land and maritime facilities, consisted of a fire on recreational boats, with victim rescue and a potential spill, requiring the mobilization of marine pollution control resources. It involved the participation of resources assigned to Portsur's Emergency Plan, as well as those assigned to the PAU of the Port of Castellón.
The objective of the maneuver, which is carried out annually, is to evaluate the coordination and immediate response capacity of the different organizations and security forces in the face of an asymmetric threat, as was intended to be materialized in this case.
The President of the Port Authority of Castellón, Rubén Ibáñez, emphasized that "collaboration between the Port Authority and the port community is fundamental to ensure that, in the event of any emergency, the response is agile, effective, and coordinated. With this type of exercise, we aim to constantly refine security protocols and action plans against incidents that may affect the safety of the enclosure and people."
Likewise, Ibáñez pointed out that "being trained for this type of incident allows us to act with greater preparation and in a coordinated manner in the face of any eventuality that could jeopardize the safety of the port area and people, in addition to ensuring the continuity of port operations."
The exercise simulated an attack with Molotov-type incendiary devices against Portsur Castellón facilities (offices and data processing center) by a vessel crew member who threw one into the ground floor of the administrative building, causing a fire and forcing the activation of the company's Emergency and Evacuation Plan.
Finally, the aggressor, injured while fleeing, was rescued from the vessel, evacuated to a hospital, and arrested by the Guardia Civil. Through the exercise, participants will be able to review the processes involved in preparing for this type of event and threat, as well as their response capacity.
The purpose of activating the PAU/PPIP is to validate the communication mechanisms and procedures between the Port Authority and Portsur, identifying areas for improvement, evaluating the coordination between the different agents involved, the reaction capacity of PortControl and personnel involved in the direction and coordination of the emergency, as well as response times and coordination between the different agents involved in responding, as well as the arrival isochrones at the incident site for SPEIS-Castellón and SESCV.
