With a firm commitment to environmental sustainability and the modernization of national infrastructure, the Vice Minister of Transport, Juan del Carmen Haro Muñoz, inaugurated the workshop "Presentation and review of the proposed Circular Economy Roadmap for the Transport Sector (HREC Transportes)". The event brought together prominent professionals from the public and private sectors, international cooperation, academia, guilds, associations, and civil society, with the aim of gathering key contributions and validating the strategic components of this innovative instrument.
Vice Minister Haro Muñoz pointed out that the transport sector is promoting this initiative completely voluntarily, anticipating global challenges, despite not being initially prioritized for the development of sectoral roadmaps, within the framework of the National Circular Economy Roadmap to 2030, nor in the National Competitiveness and Productivity Plan.
"The infrastructure we develop, the services we manage, and the materials and resources we use generate significant impacts, but also open great opportunities to incorporate criteria of circularity, efficiency, innovation, and sustainability throughout the entire life cycle of the sector's activities," expressed the Vice Minister of Transport.
During the session, it was explained that the country currently faces the challenge of managing approximately 8.7 million tons of solid waste annually, of which less than 2% is formally recovered. Given this reality, the HREC Transportes seeks to overcome the traditional linear model of "extract, produce, and dispose" through an integral and systemic approach.
The sectoral proposal projected for the period 2027-2031 includes a plan of strategic actions organized under four main objectives: Governance and financing; Innovation and circular infrastructure; Sustainable consumption and public procurement; and Territories with circular transport systems.
It should be noted that its implementation will be financed through the optimization of existing resources and current competencies, so it will not require additional resources. As a strategic planning instrument, the HREC Transportes does not generate prohibitions, limitations, additional costs, or new administrative or regulatory obligations for companies, citizens, or civil society.
The formulation process, technically led by the General Directorate of Environmental Affairs (DGAAM) of the Ministry of Transport and Communications (MTC), has the valuable support of the European Union through the "Sustainable Businesses" Circular Economy Program.
With these actions, the MTC positions itself at the forefront of public management, leading the way towards modern, eco-efficient, and highly competitive transport that extends the life cycle of the country's road assets.
