Given the continued state of "Coastal El Niño Alert" foreseen by the Multisectoral Commission in charge of the National Study of the El Niño Phenomenon (ENFEN) until February 2027, the Ministry of Transport and Communications (MTC) has developed the Activity Plan for the El Niño Phenomenon 2026-2027, aimed at strengthening prevention, risk reduction, preparedness, response, and rehabilitation actions for the sector's infrastructure and services.
Through the Office of National Defense and Disaster Risk Management (ODNGR), the MTC is coordinating anticipated measures to face the possible impacts of intense rains, floods, huaicos (mudslides), and landslides that could affect road connectivity and telecommunications in various regions of the country.
The analysis carried out by the Sectoral Emergency Operations Center (COES-MTC) shows that, between 2017 and 2026, the regions of Cajamarca, Piura, and Amazonas recorded the highest number of road emergencies associated with extreme climatic events. Likewise, high vulnerability was identified in departments such as Áncash, La Libertad, Lambayeque, Arequipa, Ayacucho, Huancavelica, Ica, Junín, Lima, and Loreto.
The Plan contemplates a series of priority actions, including preventive and corrective maintenance of National Road Network highways, the installation of modular bridges in strategic areas, technical assistance to regional and local governments for emergency response, as well as the strengthening of financing mechanisms for rapid interventions through optimization, marginal expansion, rehabilitation, and replacement investments (IOARR).
In the field of communications, the sector will reinforce the monitoring of emergency systems such as REDSAT, RECSE, and the 119 messaging service, in addition to supervising the operability of Digital Access Centers (CAD), Public Digital Access Spaces (EPAD), and regional broadband projects located in risk areas.
Likewise, the MTC will provide technical assistance for the identification and registration of sectoral hazards, strengthening prevention and disaster risk management capacities throughout the national territory.
The planned actions seek to guarantee the operational continuity of transport and communications services, protect the population against possible emergencies, and ensure a timely response to any eventuality associated with the Coastal El Niño Phenomenon.
The Ministry of Transport and Communications thus reaffirms its commitment to the protection of citizens, the preservation of the country's strategic infrastructure, and the strengthening of resilience against the effects of climate change and natural phenomena.
