In the exercise of its supervisory and sanctioning functions, the Supervisory Body for Investment in Public Transport Infrastructure (Ositrán) reported that, during the second quarter of 2026, 11 sanctions and 3 penalties applied to service providers and concessionaires became final through administrative channels. Together, these measures represent an amount exceeding S/ 3.5 million. Of the total, S/ 3,307,755 corresponds to sanctions, while S/ 149,800 and USD 73,000 correspond to penalties.
The sanctions and penalties applied by Ositrán originate from non-compliance with legal, technical, and contractual obligations by concessionaires, detected within the framework of its supervisory and sanctioning functions and in accordance with current regulations and concession contracts.
11 sanctions were applied during the period, totaling S/ 3,307,755.
In the port sector, Ositrán imposed a total of four sanctions. Two of them were applied to APM Terminals Callao S. A. for S/ 2,273,645, due to non-compliance with obligations related to Service Level and Productivity indicators. Likewise, a warning sanction was imposed for non-compliance with Ositrán's General Tariff Regulation. Additionally, a sanction was applied to Terminal Portuario Paracas S. A. for S/ 33,330, due to non-compliance with obligations related to Service Level and Productivity indicators.
In the railway and Lima and Callao Metro sector, three sanctions were applied to Tren Urbano de Lima S. A. Two of them, totaling S/ 925,320, were due to breaches of the concession contract, specifically for not carrying out the general overhaul of traction motors as established in its maintenance plan. Likewise, a warning sanction was applied for an incorrect train stop.
In the road network sector, two sanctions were recorded. One of them was applied to Autopista del Norte S. A. C. for S/ 26,015, due to non-compliance with provisions established in Ositrán's Regulation for Handling Complaints and Dispute Resolution. The other was imposed on Carretera Andina del Sur S. A. (formerly Survial) for S/ 17,655, due to non-compliance with an obligation provided in the concession contract related to the non-collection of the toll fee at the Marcona and Pichirhua toll units.
In the airport sector, two sanctions were recorded. One of them was applied to Aeropuertos Andinos del Perú S. A. for S/ 31,790, due to non-compliance with an obligation related to the settlement concept corresponding to operational co-financing. Likewise, a warning was imposed on Lima Airport Partners S. R. L. for non-compliance with an obligation provided in the concession contract, related to the lack of cleanliness and hygiene on the floors of the passenger terminal.
Regarding penalties, during the second quarter of 2026, three penalties were applied, totaling S/ 149,800 and USD 73,000. The road sector accounted for S/ 149,800, an amount imposed on Sociedad Concesionaria Anillo Vial S. A. C. for breach of the concession contract, related to the late submission of documents corresponding to section 1 of the project.
For its part, the railway and Lima and Callao Metro sector recorded S/ 5,500 in penalties, an amount imposed on Sociedad Concesionaria Metro de Lima Línea 2 S. A. for non-compliance with an obligation provided in the concession contract, referring to the delay in submitting the monthly socio-environmental report.
Meanwhile, the airport sector recorded penalties of USD 73,000, applied to Aeropuertos del Perú S. A., due to non-compliance related to the delay in the progress of improvement and rehabilitation works at Piura Airport.
It should be noted that, during the second quarter of 2026, no final penalties were recorded in the port sector.
